How can some designers offer very low design rates?

There could be a number of reasons for that: the designer lacks the required certificates, licences, compulsory civil insurance; evades taxes or lacks customer trust for a respective reason, therefore has no work to do at the moment and tries to secure at least one customer that way.

It might also be acting illegally: it may refrain from making contracts with its customers, which implies hidden costs that the customer would have to pay in the course of design.

In the long run, it might just be a swindler who would not carry out any more design works after receiving the first payment.

How expensive it is to build a house?

Which construction materials should be selected to construct a building with - a timber frame or lightened concrete blocks (Aeroc, Ytong, Fibo, Texoblock)?

Buildings with a timber frame will generally be somewhat less expensive and allow for the usage of a virtually unlimited range of outer wall insulation solutions, but adverse weather conditions will have to be taken into account during construction, and gypsum wallboard will have to be used for interior finish.

Buildings of lightened concrete blocks allow for the usage of both plaster and gypsum wallboard as finishing materials; apart from that, 500 mm energy-conserving blocks do not require additional weatherproofing. However, the installation of communications into the walls will be more difficult.

How much weatherproofing does a building require?

Which type of heating should be selected?

This depends on the existing opportunities and the reasons of comfort. The most popular types are:

Air or ground heat pump, which will definitely be cheaper than electric radiators. This is a convenient option for those not willing to concern themselves with stoking a pellet boiler.

Gas supply is a convenient and reasonable option if a direct connection is available in the vicinity of the land lot. It also spares you the trouble of stoking a pellet boiler.

A pellet boiler is a reasonable option to choose if you are not sure about using a heat pump and no connection to the gas supply line is available. At that, however, you will have to consider the need to stoke the pellet boiler weekly and provide for a place to store pellets at.

What should be done if the land lot is covered by forest, of if there are undesired trees within the land lot?

You would have to obtain a deforestation permit and a tree-felling permit from the competent authorities in the course of design.

What other components of a design package are mandatory, apart from the architectural section and the structural engineering section?

The Master Plan section with building siting and vertical levelling, a design of the fence, an activity management plan,
an energy performance calculation, an external communication design
a geodetic plan, an engineering and geological study, designers’ licences, certificates, insurance certificates.

Is the communication design section a mandatory component of a construction design?

The design documentation must provide for the following minimal scope of communications support: external power supply networks, external water supply and sewer networks and a heating solution.

Is the geological soil survey mandatory?

The geological soil survey is a mandatory component of a construction design; it is provided for by the construction regulations, as this provide a base for precise calculation of the foundation, so that the building would be safe.

Any designer trying to convince a customer that this is not required is merely unaware of the requirements of construction regulations and may be trying to cheap out on the customer, regardless of the respective danger that the building might be a hazard in the course of operation.

Would a construction design in a minimum composition suffice?

This is in no way sufficient, as it only allows the issuance of a construction permit with the conditions for development of the construction design upon approval, which does not allow commencing construction works.

In order to be entitled to commence the construction, the construction permit must contain a statement of compliance with design and construction work commencement requirements, which can only be obtained upon the development and approval of a complete construction design.

Which deviations from the design are tolerable during construction?

A design must be implemented in accordance with the accepted documentation thereof; however, certain non-essential tolerances can be amended, e.g., in respect of façade colour pattern, non-bearing partition wall layout, etc., provided that this is reconciled with the designer and that the design of the respective changes is developed.

What is required in order to commence the design procedure?

Does a customer have to visit the designer in person for the consideration of design schematics?

This is not required, because the arhitekt.lv team offers an opportunity to have the design solutions reconciled via e-mail, in the manner and at the time that is most comfortable for the customer.

Can a customer carry out the design approval procedure on his/her own?

This is virtually impossible, as this process requires explanations, specifications, amendments and additional information from the designer, and the customer is unable to provide this data to the respective authorities.

Can the construction of a building begin before the construction permit is obtained?

No, it cannot – this would be at the customer’s sole risk.

Can the construction of a building begin once the construction permit is obtained?

Yes, provided that the construction permit contains a statement of compliance with the design and construction work commencement requirements.

Does arhitekt.lv also design passive houses, low energy consumption houses and eco-houses?

Given the customer’s wish and opportunities, the arhitekt.lv team provides the required consultations and suggests designs of:

Passive houses (a house with a very low energy consumption level, with minimised cold bridges, a rational ventilation and recuperation system and an environment-friendly heating type – a heat pump, solar batteries, etc.)

Low energy consumption houses (a building with a low energy consumption level, which offers a balance between construction costs and energy consumption while the building is in operation),

Eco-houses (a building that uses environment-friendly materials, is energy-efficient and uses a nature-friendly heating type).

Can the arhitekt.lv design bureau help commission a building?

Commissioning is a process roughly equivalent to the design itself in terms of time and financial resources needed.

Can the arhitekt.lv design bureau handle the reprocessing and reconciliation of an unfinished design previously carried out by another designer?

Unless this constitutes a copyright violation, we can reprocess and reconcile designs started by other designers in accordance with the construction regulations, so that the customer could start building.

Does the arhitekt.lv design bureau handle the legalisation of newly erected or reconstructed buildings?

If a building has been built without a construction design, our experts will only develop the design documentation after the inspection of this building by a construction engineer and the issuance of appropriate findings.

If the findings are positive, i.e., all structures are safe and built in accordance with the construction regulations, arhitekt.lv will have the respective design developed and reconciled.

All structures of the building must be accessible during the inspection carried out by a construction engineer.
